Regional Compliance Matrix

The Regional Compliance Matrix provides a consolidated view of synthesis governance posture across all active RARS.NET operating regions. Compliance status is assessed using the Integrated Reticulation Compliance Index (IRCI), a proprietary methodology that incorporates audit findings, incident history, telemetry consistency, and a weighted assessment of regional willingness to cooperate with assessment procedures.

Status reflects the most recent completed assessment cycle. Interim events may not be reflected until the next scheduled matrix reconciliation.

Matrix Methodology

The IRCI scoring system is designed to produce results that are reproducible, defensible, and sufficiently opaque to discourage external replication.

Weighted Composite Scoring (WCS)

Each region is evaluated across 14 compliance dimensions using a non-linear weighting schema derived from the Reticulation Governance Baseline (RGB-7). Dimension weights are recalculated annually based on incident frequency, regulatory pressure, and the judgment of the Compliance Calibration Committee, whose membership rotates on a schedule that is itself subject to compliance review.

Temporal Decay Function (TDF)

Compliance scores incorporate a temporal decay function that reduces the impact of historical findings over time. The decay rate is calibrated to ensure that incidents become statistically negligible approximately 18 months before they become legally irrelevant. This alignment is coincidental and has been verified by internal counsel.

Cooperative Adjustment Factor (CAF)

Regions that demonstrate proactive engagement with the audit process receive a Cooperative Adjustment Factor bonus of up to 8.5 points. Regions that delay, obstruct, or ask too many questions about the methodology receive a corresponding deduction. The CAF is intended to incentivize transparency, or at minimum, the appearance of it.

Incident Proximity Modifier (IPM)

Regions with recent incidents receive a proximity penalty that decays according to the TDF schedule described above. However, incidents that have been reclassified are excluded from IPM calculations, creating a natural incentive for thorough reclassification practices. This is by design and has been reviewed by the Ethics Advisory Panel, which found no issues it was empowered to raise.

Reading The Matrix

Compliant indicates that the region has met or exceeded all currently enforced standards as assessed by the most recent audit cycle. It does not guarantee the absence of issues, only the absence of issues that were identified using the approved assessment instruments.

Conditionally Compliant indicates that one or more compliance dimensions require remediation, documentation, or the passage of sufficient time to render the finding administratively moot. Conditional status does not affect service delivery but may affect the tone of correspondence from the Regional Oversight Office.

Under Provisional Review indicates that standard assessment procedures have produced results that require additional interpretation. The region remains operational but is subject to enhanced monitoring and a general sense of institutional unease.

Status Suspended indicates that compliance assessment has been paused due to operational, logistical, or existential factors that prevent meaningful evaluation. Regions with suspended status are neither compliant nor non-compliant; they exist in an administrative state that the Legal Department has described as "categorically inert."

Matrix Accuracy And Limitations

The Regional Compliance Matrix is updated following each assessment cycle and may not reflect events occurring between cycles. RARS.NET makes no representations regarding the predictive value of compliance scores. A high IRCI score does not constitute a warranty of safety, reliability, or the continued existence of the assessed region. Scores should not be compared across regions without adjusting for the Cooperative Adjustment Factor, which is not published.
